Users at West Zealand County complain about incomprehensible messages from their COTS-based systems. Analysts estimate that each of about 200 users waste about half an hour each day trying to recover from these messages. The county's own IT staff, who operate the system suggest contracting with the COTS supplier to improve tge situation. In principle, it is an easy matter to change error messages once you know what the new messages should say.
