Problem

Although illegal sale of mind-altering drugs and white-collar crime seem very different, they have one big thing in common: there's a lot of both of these kinds of crime. Put another way, the attempt to deter these crimes through the use of criminal sanctions doesn't seem to work very well. What do we know about criminal deterrence, i.e., about how much, and under what conditions, the criminal law deters crime? Given this knowledge, why do criminal penalties often seem to fail to deter both drug crime and white collar crime?
