Type of integer programming

Assignment:

Suppose that you are the supervisor for a group of people. You want to deliver the best performance from your crew as possible. Your crew consist of 4 people. Each person is can perform several different tasks. But, they are NOT equally skilled at every task. So, you need to determine which task each member will perform. Each person has a different quality score based upon their past performances. During their shifts, you will not get a better or worse performance than what they known to do. (This makes sensitivity analysis pretty redundant.)

Their quality scores at each task are given below.

For this type of problem, you need to use a special type of integer programming. Your solution will only consist of 2 outcomes, (1= Yes they perform this task, 0=No they stay away from this task). How would you try to set up this type of problem in Excel? What does the objective function look like? What do the constraints look like?
