The owners of the Los Angeles City of Angels Medical Center were charged with healthcare fraud, and numerous other charges, after an investigation conducted by local and government agencies, uncovered Medi-Cal fraud occurring on multiple levels. The investigation revealed that specific members of the hospital's executive team were instructing third party recruiters to find homeless "patients" on Skid Row, provide them a payment as an incentive to allow the recruiters to transport them to the hospital and receive unnecessary medical treatments. The hospital would then bill Medi-Cal for the unnecessary treatments. Also indicted in this case was the hospital's Director of Marketing and the the operator of 7th Street Christian Day Center, who served as the third party recruiter.
