Through how many degrees will the larger wheel rotate if the smaller one roatates 151 degrees?

I know the amplitude is 5, I don't know why or how to come up with 1.5 pi on x axes
2. y= 0.5 cos 3 x
Amplitude .5 I don't understand why pie and -pie on x axes. Also, where you go on x axes.
