To whatever extent you find the paternalistic and externality arguments convincing, what types of responses might they justify? Consider, for example, educational TV. If the FCC believes that it would benefit society to have more children watching educational TV, is it sufficient response for the government to increase the amount of educational TV available, perhaps by offering more funding to PBS? Must the government do more, perhaps both funding PBS and restricting the simultaneous broadcast programs that children prefer?
