Pretend that you are the governor of a state. You have been chosen to speak before a Congressional Committee on two laws that the Congress is hoping the President will sign within the next year. You are to present your arguments on why these laws should or should not apply to your state and all states.
The proposals are the following:
1. To enact a federal law requiring all citizens to purchase federal driving insurance and allowing the federal government to issue federal driving licenses for all drivers over 17 years of age.
2. Federal oversight of goods grown, manufactured, or made in a state and all services performed within a state, when such goods or services are sold, maintained, or retained in that state, as the authority granted to the Congress of the United States under its constitutional power to regulate commerce.
