In most states, the redrawing of legislative districts is left to the party that controls the state legislature.  Partisan gerrymandering is the practice of drawing legislative and congressional district lines to maximize and perpetuate the power of an incumbent political party. Should legislative districts be drawn using an independent board rather than the political party that is currently in charge of the state legislature?
