This week's discussion post refers to the reading on Certificate of Need.

In recent years many hospital have closed resulting in healthcare deserts in come communities. With that, come hospitals have become anchor institutions for the community. In Chicago where I work at a hospital administrator, 10 hospitals have closed over the past 20 years including Michael Reece Hospital, which was a 900 bed teaching hospital that served low income residents. To date there are four hospitals on the South Side, Jackson Park Hospital (~100 beds) , St. Bernard Hospital (~100 beds), South Shore Hospital (~100 beds), and the University of Chicago Hospital (UCM) (~650 beds). There are a total of 650,000 residents on the South Side so on any given day there are not enough beds for the community. UCM is always at capacity (full) while the others are empty or run at 25-40% capacity. UCM would like to expand its services to build a trauma center to take care of the large number of gun shot victims on the South Side and they also want to build a Cancer Hospital. They must obtain a CON. Should the IL Board of Health and Human services award the CON when there are three other hospitals on the South Side that need patients? What would be the benefits to the community if they award the CON and what would be the consequences if they don't?

Remember: Certificates of needs programs originated to regulate the number of beds in hospitals and nursing homes and to prevent purchasing more equipment than necessary.
