There is a lot of advantages to creating the project implementation office (PIO). The first benefit that I see comes with setting up a standard methodology which should help to organize a project and cut costs. The next benefit is having someone that is checking the "gates" of the project. This monitoring should allow for increasing productivity and reducing overlap between the EA and PIO. The only real disadvantage that I see comes in communication or a break-down in communication between the PIO and EA. Communication between any organization or business unit though has to be somewhat structured.
