The presidents have a great deal of influence and control

The presidents have a great deal of influence and control over U. S. foreign policy as chief diplomat and commander-in-chief of the military. Should presidents have the most control over how we deal with other nations, should Congress have more control over foreign policy, or should presidents and Congress have equal control? Why do you think so? Regardless of your position, why would someone argue for a different approach (for instance, if you think presidents should have the most control, why would someone argue that Congress should have more influence)?
