The missing stripe of even-skipped expression

Even-skipped is a transcription factor expressed in the Drosophila embryo. A mutant fly strain was strange. Instead of having 7 stripes of Eve expression it had only 6. The scientist sequenced a DNA of the Even-skipped protein coding region and found that it was not mutated at all. And it was determined that the other 6 stripes of Even-skipped expression were entirely normal.
A.) What is the likely reason for the missing stripe of Even-skipped expression?
B.) Suppose there was nothing wrong with the Even-skipped gene at all. What other reason might account for the missing stripe?
