The Legislative Process

The legislative process is complex and iterative, because of this most people find it difficult to understand. The process consists of several complicated steps that each piece of legislation or bill must pass through to become a public policy. Congress (both the House of Representatives and the Senate) considers each bill. Committees and sub-committees debate specific measures in each bill. Acceptance of the bill by both chambers of Congress is necessary before the bill may be presented to the President for signing into law. Each step of the process consists of multiple components and each plays an important role in the development of public policy.
