b) This plan is considered the precursor to the Affordable Care Act (ACA). Massachusetts has been experiencing cost control issues. What is Massachusetts proposing and/or trying to manage health care expenditures.
c) What roll out issues does the implementation phase of the Massachusetts plan and the implementation of the ACA share? Were there any areas in which the Massachusetts implementation was better?
