The Federal Torts Claims Act (FTCA):

A. provides persons injured by the torts of federal employees with an appropriate remedy against the United States (a waiver of sovereign immunity)

B. protects federal employees from personal liability for torts committed within the scope of their employment (absolute immunity)

C. The United States District Court has exclusive jurisdiction over civil actions under the FTCA claims against the United States

D. All of the foregoing responses are true about the FTCA.
