Facts: The city of Tulsa equipped its underground sewage system with an elaborate array of surveillance equipment, including closed-circuit TV cameras. Numerous signs warned workers that "the premises are videotaped 24 hours a day." The camera primarily at issue here was pointed at the restroom door. Though the camera wasn't actually inside the restroom, whenever the door was open, the camera could see inside the restroom.
