The Bill of Rights was established by James Madison which consisted of 10 amendments and was created to protect an individuals' rights (Bill of Rights, 2017). However, before the 10 amendments got approved by the Constitution the Federalist believed that the Constitution did proved the states powers whereas, the Anti-Federalist believed the Bill of Rights should be issues and since it issues the limits of the government (Bill of Rights, 2017).
