Test statistic and critical value

A guidance counselor claims that high school students in a college prep program have greater ACT scores than those on a general program. The mean ACT score for 45 high school students who are in a college prep program is 22.8 and the standard deviation is 3.5. The mean ACT score for 68 high school students who are in a general program is 21.6 and the standard deviation is 5.3. At significance level = 0.01 can you support the guidance counselors claim that the mean score for the college prep students is greater than that for general program students?

Determine the test statistic and critical value. What would the Ho and Ha be? Do you support the counselors claim?
