Structural unemployment

A survey finds that there are a large number of people who are structurally unemployed. In response to this information, the government decides that it should cut taxes, so that the economy will create more jobs for these people. Do you think that this is the best path for the government to take? Why? Is there another way that the government could help with reducing structural unemployment?
