Static limit:
The distance through a rotating black hole where no observer can probably remain at rest (w.r.t. the distant stars) due to inertial frame dragging; this region is outside from the event horizon, except on the poles where it meets the horizon at point. The region among the event horizon & the static limit is called as the ergosphere.
