A real-world example may be a student who is struggling in both reading and social interactions. The IEP may be unsure whether or not to diagnose him with a specific learning disability or ASD. If the school district receives significantly more funding for ASD diagnoses, the team might lean more towards that diagnosis even if his needs could be met with reading intervention.

It is the legal and ethical responsibility of special education teachers to ensure the integrity of the assessment and referral process. These responsibilities include conducting thorough and unbiased individualized assessments, interpreting the assessment results objectively without the influence of funding, being transparent with the parents about the assessment and referral process, adhering to federal and state laws related to special education, and adhering to the ethical code of conduct.
