Problem
A, B, C and D are the largest highway developers in southern Ontario where the government has just asks for tenders on a new highway to be built. Hearing about the call for tenders, the four developers meet and decide that only D will submit a tender and if it is accepted, D will divide the work between himself and A, B and C. Providing your reasons, state whether the actions of the four contractors is legal.
