Stakeholders play an integral role when it comes to advocacy, partners, agents of change, and sponsorship (Lecture 5 GCU). Stakeholders that do not trust an organization including any governmental entity will be highly affected. When government entities loose trust with stakeholders it becomes much more difficult for the government agency to roll out good policy outcomes. When government entities do not earn stakeholders' trust, transparency is lost and no matter if the entity is within the contractual guidelines stakeholders will not embrace the work results from that entity. Therefore, organizations must ensure that along with trust, integrity, and consistency are very important factors when engaging stakeholders. Sometimes organizations must go deeper and ensure that stakeholders know that the organization care of the well being of each individual. Demonstrating compassion and not just about the rules or character. Stakeholders want to know that their efforts are being valued and not just taken for granted. Developing trust is only the beginning when engaging effectively with stakeholders.

Contractors and Government organization are key reciprocal stakeholders that engage in business. This leaner has spent most of his career dealing with contracts in either human capital or materials as an Officer and now Senior Civilian associated with the military. Ethics are the largest and most trained aspect of dealing with contracts and that government elements must fairly compete contracts to spend the least amount possible, but with the most quality. The lowest bidder does not always win with the quality is not represented. However, the Opportunities Exist to Strengthen Safeguards for Procurement Integrity (2005) released its report identifying the training set out for military formation dealing with contracts and legal procedures to execute purchases and other contracts. Ethical training on dealing with contracts is a constant and ongoing requirement. This training and safeguarding stakeholder requirements is critical to the process. Conversely, it is just as import for the government as a stakeholder ensure that contractors exhibit behaviors congruent with government standards. In the New Disclosure, Ethics and Internal Controls Requirements for US Government Contractors (2008) contract elements were required to disclose criminal violations, civil violations, and significant overpayments.

In the past few years the economic climate has taken a paradigm shift on demonstrating its efficiency since the Enron Corporation collapse and the collapse of Fannie Mae and a multitude of financial agencies. There have been a myriad of initiatives on how to regain, retain and build trust with stakeholders. According to Pirson and Malhatra 2008 stakeholder engagement is built on trust in the support of individual entities and that employees who do not trust their organizations are less loyal, less motivated, and less productive. Therefore, it is crucial for governmental entities and organizations reliant on government contracts build trust with stakeholders. The type of trust they are striving to build has to entail the diversity of their stakeholder's interest. The trust that is crucial to the engagement of stakeholders can no longer be built on integrity alone. Pirson and Malhatra 2008 in their framework of stakeholder trust that integrity is crucial but also businesses must continually display competency in a variety of area. Managers need to determine who are all the relevant stakeholders and find a balanced approach for managing that trust that encompass the concerns and interest of different parties.

The more the focus is on building trust with stakeholders will help these entities remain within contractual guidelines because once they have identified those values of the stakeholders and have a close and ongoing relationship that will provide a tighter liaison. Stakeholders want to know that the organization cares about their personal well being, that they are fair and genuine. The relationship is a complex task but once the groups are identified, especially those that can exert significant power, understanding is obtained and communication is reciprocal this will provide a more concrete sustainable relationship. The level of influence and power stakeholders can exert over government agencies and political context in which this occurs, stakeholder identification and classification will continue to be more of art than a science. The task requires good knowledge of the organization and its' external environment, high level interpersonal skills and sound judgment. (Beach, Brown and Keast, 2008).
