Problem
The Health Information Technology for Economic and Clinical Health (HITECH) Act provided financial incentives to physicians and hospitals for implementing certified electronic health records (Burde, 2011). A recent study suggests that the meaningful use of electronic health record systems, particularly in smaller and rural hospitals, is associated with a significant improvement in process quality (Lin et al., 2019). Hospital productivity also shows a significant increase (Kim & Lee, 2020).
