A little outside the reading, but good for thought...should volunteer agencies have the authority to respond to disasters on their own authority? Remember that volunteer agencies do not generally answer to anyone but themselves, have no expected responsibilities in disaster response, and often receive special funding or consideration from the federal government when explaining your answer.
