In "The Ethics of Dissent" by Rosemary O''leary Chapter 6 of the text poses the question of whether or not guerillas are ethical crusaders or insubordinate renegades. Should they be judged case by case or should whistleblowing never be tolerated?
2.)
If you are employed with a governmental agency and believe they are doing something unethical or perhaps illegal, could you take it upon yourself to blow the whistle while considering that it might ruin your professional career? Can agencies take steps to encourage potential guerillas to handle their concerns "in-house"?
