Problem: With transportation being identified as a major issue for low income citizens as well as groups of people identified as most vulnerable in our communities, do you think that the United States (or the country in which you live) should develop a comprehensive and integrated mass-transit system over the next 20 years, including an efficient rapid-rail network for travel within and between its major cities? Explain. If so, how would you pay for such a system? Should the service be low-cost or free for low income individuals and those living at or below the poverty level?
