Problem

The "Superfund" is a government program first established in 1980 to deal with the problem of abandoned hazardous waste sites. When a site is designated as a superfund site the Environmental Protection Agency moves in to clean up the location. This can be very expensive and rather than pay for it out of general tax revenues Congress levied a special excise tax on the chemical industry. The excise tax expired in 1995 but in July of 2022 the tax was reinstated.

Not surprisingly, the chemical industry is opposed to the tax. The article referenced in this assignment outlines some of the details of the tax and also some of the arguments the industry is using to oppose the tax.
