Should canada, mexico and the united states build

Problem

Should Canada, Mexico and the United States build on the existing trilateral free trade-based regional organisation and form a "North American Union" with similar features as the European Union with a shared currency, free movement of labour and right of residence in any member state, governing institutions such as an elected legislature, common citizenship, a Schengen-style shared external border, and, a coordinated foreign and defence policy? What would be the advantages? What might be the disadvantages? Has this idea ever got the slightest chance of coming to fruition?
