Sewer line from an older subdivision normally conveys 29500

Sewer line from an older subdivision normally conveys 29,500 gallons of sewage per day. The subdivision includes 141 homes. The homes are quite similar; each home has a footprint of 1,900 to 2,100 square feet, including garage space; all are single level; and most have 2 to 3 bedrooms and 2 bathrooms.

Gutter downspouts on many of the homes were initially connected to the sewer. At the request of the town council, most home owners have rerouted discharge from their gutter downspouts to their own yards. Although the situation is improved, the volume of sewage from the subdivision still increases dramatically when it rains. It seems that some home owners have not complied.

More specifically, with 1 inch of rain, the volume of sewage more than doubles, from 29,500 gallons per day to 60,000 gallons per day!

Approximately how many home owners have not complied?
