Seniority is often used as a criteria for downsizing

Question: Seniority is often used as a criteria for downsizing, especially in union settings. On the surface, it definitely seems fairest. Senior employees certainly often bring good experience and knowledge to an organization. On the flip side, they are not necessarily the best employees. Do you feel it's fair to base downsizing decisions on seniority? Why/why not? Anyone?
