Much as a Nuclear Arms Treaty was developed to manage the threat of nuclear weapons, we now need a similar treaty to manage the threat of cyber weapons. Because other countries are launching cyber attacks against U.S. companies, the military should be responsible for defending the networks of these companies.
1. Is such a treaty needed? If so, would this kind of treaty be effective?
