Statement of the Problem:
Problem: The researcher proposes to evaluate the role, involvement and responsibility of the child support system from the local, state and federal government.
Sub-problems:
1). The Federal Government role; It is a help of hindrance to the system?
2). Determine what laws; who enforces the laws; and the effectiveness of the laws in the United States.
3). Child Support vs. Welfare; who does it effect the most.
