This comprehensive approach was the 2004 National Incident Management System (NIMS) and was followed by the National Response Plan (NRP). These post 9/11 policies were published to prevent or at least mitigate the recurrence of known challenges. The 2004 NIMS policy was structured around command and management, preparedness, resource management, communications and information management, supporting technologies, and ongoing management and maintenance.
