This is request for assistance regarding fleshing out he policy assessment and recommendations a cyber related incident. My chosen topic is the Cesar's Entertainment Ransomware attack of 2023. I'm having difficulty due to my understanding that Cesar's Entrainment paid the ransomware of $15 million and suffered minimal operational loses compared to what happened to MGM Resorts.
