As a newly appointed chief my first order of business to prevent the rampart type scandal is to strengthen my supervisors with the knowledge, training and equipment they need as supervisors. Supervisors are responsible for the patrols among other duties of the department, and as of such if you have an efficient supervisor baseline all other staff should fall inline of discipline. The next strategy I would implement is regular seminars/sensitization about human rights, corruption policy, use of the firearms.
I would ensure all duties that are preform by the department a supervisor is on every duty for the purpose of supervision and after each duty the supervisor is to produce a report within forty-eight hours accounting for everything that occurred on the duty.
I would also implement an early intervention system which should be strictly adhere to, once a member is involve in one are more police misconduct, he must be given closer supervision, reassign, retrain or transfer from the unit.
In closing chief in command should have a bird eye view of the organization, the organization reputation and image is very important and the police chief have the responsibility to maintain a professional work force with all cost.
