In marine pile type of steel tubular piles with reinforced concrete infill, least toe level is frequently specified in contract drawings. What is the purpose in your views?

Main Purpose of minimum toe level is two-fold-
(i) In detailed designing stage, ground investigation should be conducted and approximate level of rock head is known. So, to avoid marine piles to be founded prematurely on boulders, smallest amount toe levels of marine driven piles are specified in contract.
(ii) It offers enough length of soils for lateral and uplift conflict.
