(d) It is argued that drivers slow down just before the speeding cameras only to resume a higher speed just after. This is why it is proposed to measure the average speed of a vehicle in a locality before deciding to give a speeding ticket or not. Perform a technical feasibility study for this requirement.

(e) In one of the places where a speed camera has been installed, revenue from fines has fallen below target such that its maintenance is no longer profitable. What would conclude from this and what would be your recommended action?


QUESTION 2

The Police Force plans to set up a point-based driving licence in Mauritius. The law has been amended for drivers to lose points for driving offences and under a certain level; they no longer have the right to drive. In this situation, a Driving Licence Counterpart (DLC) has been introduced as an annexure to Driving Licence. It contains a manual record of the number of points deducted for offences committed by the drivers. Drivers are supposed to have a copy of the DLC at all times with them and they must produce the original in court in case of an offence.

(a) What would be objective of introducing a point-based driving licence?

(b) Why do you think that a DLC has been introduced as well?

(c) Draft an innovative plan to issue a DLC to about 600,000 drivers spread throughout Mauritius. It has to include the WBS, WBS dictionary and the schedule to all these drivers.

(d) The police department distributed DLCs throughout police stations and issued an announcement asking all drivers to go and fetch their DLC at any of earmarked police stations. After three months, almost a third of the drivers had not obeyed the request. How would you tackle this problem?

(e) Outline a solution that would encompass a point-based driving licence without need for a DLC and which would still meet all the objectives of DLC.
