Problem: The Whiskey Rebellion during 1791-1794 tested the strength of the Constitution. This event particularly tested the new government that was made under the Constitution. It enforced the idea that the federal government could impose taxes that affected all citizens in all states and also had the right to enforce laws affecting all states. Western farmers protested the federal tax placed on whiskey. The Supremacy Clause in the Constitution states that federal laws take precedence over state laws. Today, we still follow this rule as the federal government can impose taxes on all states and pass laws to all 50 states.
