Final Project Paper - Proposal for the Creation of "Best town" Police Department
You have recently been selected as the new police chief for the fictional jurisdiction of "Best town, USA." Your initial task is to develop a proposal to the mayor / city council for the new medium size police department of approximately 200-300 sworn officers. Use the statistics found in the course content for "Best town, USA."
The paper should be ten (10) pages excluding the cover, abstract and reference pages. To analyze the issues outlined above, the paper should use a minimum of five (5) scholarly references of which at least two should not be from the course content. The textbook does not count as one of the five (5 scholarly references.
This assignment asks you to address several topics in your proposal. To ensure consistency, the following format is to be followed:
• Title Page (consistent with format)
• Body of paper:
o Abstract with keywords that provides the purpose of the paper (APA format)
o Overall Summary of the proposed type of Police Department (full or partial). Specifically you will discuss your rationale as to which specific activities will initially be those of Besttown PD and which activities would be contracted out at least in the beginning. Again the Besttown statistics should provide insight into this discussion.
o Mission Statement (actual language) and discussion why specific language chosen;
o Organizational Structure of Department, including:
an organizational chart (appendix to paper and should be reflective of comments received in project 2);
discussion of the structure and the ranks/positions of sworn officer;
number and specific positions held by civilian non-sworn personnel; and
summary of the proposed salary structure to include any non-sworn personnel.
o Budget Proposal (first full year of operation) to include the annual amount (salaries and all other costs) and supporting rationale as to what type of budget you believe would best serve the jurisdiction.
o Space Requirements to include sites other than headquarters or special unit areas
o Equipment and Technology Requirements with emphasis on the utilization of any emerging technolgies
o Conclusion - Roughly a ½ page summarization of your proposals
