Problem:
In this week's reading of the Heritage Foundation article, Reforming Intelligence: A Proposal for Reorganizing the Intelligence Community and Improving Analysis, the authors recommended reforming the Intelligence Community. Despite the passing of the 2004 Intelligence Reform and Terrorism Prevention Act (IRTPA), the IC continues to struggle in adapting to multiple global threats from state and non-state actors.
They cite recent Intelligence failures in the Middle East, the failure to adapt to an increasingly complex security environment, an ineffective Office of the Director of National Intelligence (ODNI), and the politicization of intelligence as reasons to consider comprehensive reforms of the Intelligence Community. There is a need for a clear chain of command, leaner bureaucracy, and a more integrated enterprise. Reforms would create the foundation and processes for a collaborative information-sharing culture.
As a senior IC leader, please indicate your position of support or non-support for reforming the Intelligence Community as an effective means of increasing efficiencies and creating a more conducive collaborative environment. Need Assignment Help?
