Promoting a management position


Assignment:

The functional manager often has excellent technical skills. For example, this individual was hired as a Database Administrator, but is eventually promoted to a management position. The downside is that the functional manager is now "managing" and not doing the work that he/she loves.

Do you think it's fair to promote these folks to positions where they're no longer doing technical work, but instead managing people?
