The US has the highest teen pregnancy rate of all the advanced industrial nations in the world and mich higher than in countries like france, germany, sweden, and japan. the consequences of this situation are serious. many of these babies are born with low birth weights. poverty, as we have seen, tends to be much worse in single parent families. costs for public assistance and health care for these babies and their families are high, and early out of wedlock pregnancies make it extremely difficult for young mothers to get the kind of education and job skills they need to succedd in the modern economy. teen pregnancy rates began going down during the clinton years, in park because of president clintons focus on the issue, but they are trending back up again in many states, and they continue to be unacceptably high in many of our older industrial cities. you are the principal advisor to the governor of massachusetts who needs a memorandum from you laying out both a set of policy recommendations and a political, legislative and media strategy that can help build public and legislative support for those recommendations and implement them.
