Case Study: A social worker received a Child protective services (CPS) referral in Washington State from a concerned neighbor, alleging four children (ages 2, 4, 5, and 7) are neglected and exposed to ongoing intimate partner violence in the home. There are concerns about the children's lack of medical attention and poor school attendance, parental problems such as substance abuse, drug dealing, criminal history, and quality of living issues such as filthy home conditions and no food in the home. CPS records show prior history of two referrals alleging the same concerns. The mother is 24 years of age and is Mexican American, and the father is 28 years of age and identifies as African American. During the interview with the seven-year-old girl at school, she appeared shy and withdrawn. She did report that mom and dad fight a lot, and that her mother gets "owies" on her face and legs. She did not disclose child physical abuse. During the interview with the five-year-old, he appeared restless and had a difficult time remaining attentive. Despite his distractions, he also disclosed that mother and father fight a lot, and that they both "smoke pot" every day. The school counselor reported that the seven-year-old is usually withdrawn, appears depressed, and isolated herself from her peers while the five-year-old is disruptive, "fidgety", and has difficulty staying focused.
