Problem regarding self-governing system

David Ramsay says that America would work well under a self-governing system and that the people that are saying that mankind are incapable are false. He says that states are peaceful and that they are representing the country as a whole equally. He goes on to say that European government freedoms were gained by monarchies, military leaders, or concessions. America gained our freedom from constitutions. He also says that the government left the people of America the power to change for amend the constitutions as they pleased. Ramsay states that our politics are open to improvements because of personal experience and for discoveries that will come in future ages.

James Winthrop, on the other hand, states that other free governments looked good on the outside, but on the inside it was full of misery and tyranny. He says that if we want to promote the idea of the happiness of the people then we should have local laws. He also says that two different states can't have one code of laws that can suit the both of them. The Bill of Rights, he states, serves to secure the minority against the majority. He states, "It is therefore as necessary to defend an individual against the majority in a republic as against the king in a monarchy." He wants individuals to be protected like the king is protected in a monarchy.
