One issue that stands out to me is the dual relationship problem psychologists run into in these settings. Military psychology has that same setup, except there is also a chain of command sitting on top of it, which adds another layer of competing loyalty. The second issue is the conflict between human rights and following orders or organizational policy. The clearest example is the 2015 Hoffman Report, which found that psychologists has been "directly and inappropriately involved in the development of interventions designed to torture captives" (Stout et al., 2023, p. 170). This is exactly the kind of situation Fisher (2023) describes, where the ethics code is supposed to win out over a legal or organizational directive if following that directive would mean violating someone's human rights. APA responded with a formal resolution on psychology and human rights and banned psychologists from involvement in interrogation going forward.
