1.1 unresolved remuneration and pay issues;
1.2 lack of adequate program fundings;
1.3 lack of time for proper implementation;
1.4 accountability for patient care is ambiguous;
1.5 unresolved medical liability issues; and
1.6 reistance to change for professions, intructions, politicians and governments.
