1. Politics is the process that determines who will occupy the roles of leadership in government and how the power of government will be exercised. Politics exists because individuals and groups have different interests and different views about public policy.
2. Political actors compete to shape public policy in ways that conform to their interests and values. Individuals and groups who support the policy work for its adoption, whereas those who oppose the policy try to defeat it.
