Problem 1. Explain Traditional managerial approach? How would allocate resources based on cost efficiencies attempting to optimize benefit for the cost. How political approach to budgeting is one of political responsiveness and ranking system based on relative strength of a group.
Problem 2. How would how will you know what the needs are without the public participation/political element? The other issue to consider is accountability. Managing public funds and decisions can likely be done more quickly when there is little political input and administration is run like a business; but how will accountability to the public fit into this process?
Problem 3. Do you think political responsiveness keeps leaders of public agencies accountable to the public? Why? How?
