Your group will research and write a 3500 word report on a broadly proposed legislative or policy reform chosen from the list of 6 below.

The report will be a reasoned response to the proposed legislation or policy, based on the interests of an imaginary industry association or peak business organisation which is hypothetically employing you in a political consulting capacity (also listed below). The overarching aim of the report is to persuade hypothetical policymakers to respect business needs.

Proposed Legislation or Policy Reforms:

"The government is proposing to increase the Goods and Services Tax (GST) to 20%."

One of the above proposals has just been foreshadowed in a major speech by the leader of your national government. Your group's task will be to prepare a report for one of the following 6 imaginary bodies [choose one appropriate to your question]:

- The Bankers Council

The challenge for each group will be to reshape what is a vague policy idea flagged in a political speech, in a manner suitable to the purposes of the chosen organisation of lobbyists. The proposal may be rejected, accepted or modified to a greater or lesser extent.

Whatever the stance taken by the group, the report will need to explain its position and justify its recommendations. If the idea is rejected entirely then an alternative policy must be outlined and justified. Furthermore, the argument presented in the report will need to be justified to both the organisation and the general public, as a report of this kind would typically be a public document. Be sure to include arguments that are politically viable, logical and well-founded and which can be lifted from the report for use as media releases. At least 150 words (full sentences) are to be highlighted as being suitable for this purpose. Do not write the media release.

- References Note: Referencing should follow the author-date in-text citation style. A minimum of 15 scholarly references are to be included in addition to other sources
